About the Author

David Kassel is the principal of Accountable Strategies Consulting, LLC, a research, analysis, and management consulting firm for organizations in the public, private, and nonprofit sectors. He was formerly chief of the management division of the Massachusetts Office of the Inspector General and prior to that was a senior research analyst with the Post Audit and Oversight Committee Bureau of the Massachusetts House of Representatives. He has also previously worked as a State House reporter for daily newspapers in Massachusetts and Connecticut.

Transition from private Sector clients to public sector clients - a Structural Engineers view.

I worked as a project structural engineer for 22-years designing buildings and equipment foundations for pulp and paper clients. In 1985 I changed jobs and spent the next 18-years designing buildings and heavy equipment foundations for water and wastewater facilities. In addition I was involved with designing some heavy foundations and buildings in cold climates for military clients.

For 22-years I had worked for private clients who along with the consultant engineering firm could set the number of contractors who would be allowed to submit proposals for a project; prepurchase pumps, and other equipment that the clients wanted to be the same at a project site. Now in 1985 I started working for public sector clients and all the project management and design information was different.

Now my client did not have a personal list of bidders and I did not have the ability to design foundations and clearances around a specific certified piece of equipment.

Taking a continuing education course in 1985 about managing public projects and the use of David S. Kassel's book would have been very helpful during this transition.

I recommend that all engineers who have to make a similiar transition today should read Kassel's book and engineering societies and organizations that teach courses for professional engineers to earn continuing engineering units, CEU, use Kassel's book as the text book for a course on this subject.

Informative and entertaining view of public project management

There are hundreds -- maybe thousands -- of project management books available from Amazon, but comparatively few that address the unique challenges of managing projects in the public sector. This book provides valuable guidance for public administrators seeking to successfully manage taxpayer-funded projects.

The author's experience as an investigative journalist and audit report writer is evident in a series of well written vignettes explaining in painstaking detail the neglected or poorly implemented public project management techniques on several failed public projects. This approach is both effective at illustrating the project management concepts, and -- at times -- quite entertaining.

I highly recommend this book.

Background information, such as: clay structure (needed to understand well bore instability and drilling fluids), discussion of pressure and pressure effects, the theory behind factors affecting drilling performance, and rock failure under pressure, are included to enhance the understanding of the drilling process and problems.

About the Author
William C. Lyons, Ph.D., P.E. (retired), holds nine patents in industrial drilling and has been responsible for the development of several important innovations in drilling and production technology. He is the lead Editor of the Standard Handbook of Petroleum and Gas Engineering, 3rd edition, publishing with Elsevier and co-author of several other professional books in drilling and production engineering for the petroleum industry. Dr. Lyons was a Professor in Petroleum Engineering and in Mechanical Engineering at the New Mexico Institute of Mining and Technology for 30 years. He also served two one-year tours as a Distinguished Visiting Professor in Mechanical Engineering at the U.S. Air Force Academy in Colorado Springs during his academic career. Since retiring from teaching, Dr. Lyons is currently a Technical Learning Advisor with Chevron's Clear Leader Center in Houston, TX.

Portraits of People Who Live Too Much in Their Heads

These are great stories, complex psychological studies, all woven into page-turning narratives by a writer who doesn't write to show off his linguistic skills (of which he has many), but to get the reader completely absorbed by the stories without being distracted by verbosity and other annoyances writers too often use to gain attraction for themselves. Wolff is too profound a writer to rely on gimmicks of any kind. Here are some highlights of the collection:

"The Rich Brother": Two brothers, one rich and arrogant, the other a poor drifter, both blame each other for their problems when in fact both are blind to their own pride and their own neediness which makes them need to rival against the other as a distraction from their empty lives.

"Desert Breakdown, 1968": A spoiled brat, now married to a beautiful pregnant woman, has fantasies of leaving his wife to be a single hedonist. He also loathes his parents who have spoiled and enabled him all his life. His delusions catch up with him in a way that I'll leave for the reader to discover in this excellent story.

"The Missing Person": A spiritual cousin to the drifting brother in "The Rich Brother," Leo is a waif afraid of women who sublimates his fears by joining the priesthood where, in an ironic twist, he meets a Trickster and becomes a corrupt hustler upon which, through too many twists of events to chronicle here, he finds his real self.

"Say Yes": A naive young house wife realizes that her husband is a racist and that racism can't be compartmentalized. His racist views contaminate all other aspects of his personality and he must therefore re-invent himself or suffer his wife's contempt and perhaps worse.

These stories are mostly gems, wrought with irony, tales of folly, people's misguided attempts at redemption, predatory tricksters wreaking havoc on the lives of others. His best stories are more richly packed with themes and ideas than most novels.

As if "The Night In Question" wasn't good enough, I went and bought "Back In The World." Just the first story alone could be printed ten times in between two covers and you'll read it different every time. There is this girl who likes to shop lift, works in a theatre, goes home to her little brother. It's us, beautifully written and immaculately realized. Tobias Wolff is gold and everything he touches turns just the same. Read this, then "The Night In Question" and then read "This Boy's Life." Read his made up words and then read his personally inspired words and found out just what he had to go through, how he triumphed over adversities to become the best short story writer out there today.

Wolff Always Gets It Right

Are you reading Tobias Wolff yet? Are you? If not, you should be.

With Back in the World, Wolff gives us yet another outstanding compilation of short stories. As always, Wolff's stories are brief and absolutely potent, offering all the complexities and awkwardness of the human condition in a direct and entrancing manner. His stories are so rooted in everyday life that when something unusual takes place it reminds us just how odd life can sometimes be in the middle of all the humdrum. Never does he take us beyond the possibilities of reality, however, and I believe that's why I so remarkably relate to his work.

I unconditionally recommend all of Wolff's writings, and Back in the World is certainly not to be excluded.

Together, these two books provide a fascinating and excellent introduction to modern cosmology in terms of recent scientific discoveries and new theoretical frameworks. They focus on basic questions concerning the origin and history of this universe that remain unanswered despite Albert Einstein's relativity physics, Niels Bohr's quantum mechanics, and Stephen Hawking's speculations on time and black holes. In Cosmic Questions , physicist Morris gives a clear and concise treatment of space; cosmic models, e.g., the Big Bang theory, with its early but short inflationary expansion phase; and the ongoing quest for a grand unified theory (GUT) of subatomic particles. He also briefly discusses quarks, quasars, wormholes, superstrings, antimatter, galactic halos, quantum fluctuations, and nonbaryonic dark matter, e.g., neutrinos. Especially engaging are his comments on theories of time and the anthropic principle. Against the background of the Hubble constant, Guth's inflationary model of this universe, and the author's own scientific involvement in mapping the distribution of galaxies, astronomer Rowan-Robinson's Ripples in the Cosmos stresses the far-reaching consequences of Arno Penzias and Robert Wilson's dicovery of the Big Bang microwave background radiation in 1965 and their discovery of "ripples" in this radiation in 1992. Those still curious about how the cosmos came to be should give this one a look. Books on the origin and evolution of the universe are many, but this one presents the material via 10 questions that those interested in the subject frequently ask, such as, "Where did the galaxies come from?" "Is the universe infinite?" "Did the big bang really happen?" "How will the universe end?" and "What is time?" The answers to these questions are not easy, of course, but Morris takes the time needed to explain the answers in terms the fairly uninitiated should understand. Some previous readings in Einstein's theory of relativity and the basics of quantum mechanics, however, will definitely be of help, for such conceptions as antimatter, dark matter, cosmic strings, and the inflationary theory of the early universe may otherwise leave some readers gasping for air. Straight answers to cosmic questions

This book is a must in every amateur astronomer's bookshelf. Freshmen following a first course in cosmology may also find this book useful as a first intuitive approach to the field. The author is extremely clear in his explanations and he reminds me the writing style of French Canadian Hubert Reeves, one of the most famous cosmology writers for the general public.
Structuring the book with "questions" is an extremely useful approach for those trying to demystify space and time.

unimaginative, plain, and biased

This is another "feel good" book that merely recounts the current state of political correctness in cosmology. For the novice, it gives answers to what the current establishment sanctions as the leading theory of how the universe came into existence. If you are looking to acquaint yourself with a superficial account of the Big Bang, this is one book among many that does the job. If however, you are looking for a book with real substance, go elsewhere. There is one thing that I find particularly distasteful, both in this book and in many others that I have read. It is the assertion that all the "good" scientists believe as the author thinks they should. Here's an example from page 7. "In the view of most, there were no good reasons to question the basic theory" (of the Big Bang). I doubt that the author has interviewed "most scientists", and so I believe it to be highly suspicious that he can make so sweeping a statement. Of course if a scientist does oppose the Big Bang theory, he will most likely find his career jeopardized. Such is the fate of those who don't play follow the leader. Halton Arp adn Fred Hoyle point out these things very well. Not recommended.

Very informative.

This book is very well written as far as scientific material is concerned. Having a very funadmantal understanding of such concepts as the Big Bang would prove to be helpful while reading, but not once was I utterly confused. The book is jam-packed with useful info and data. Kudos to Richard Morris for a fine book.
